A similar result is expected from the windows store. Running the 0.51.1 installer should remove any existing version and install the new one. The install launches, presents the first dialog box and then disappears. I downloaded the installer from GIT but it is not working. When I rebooted my computer, the older version was gone. When I ran the uninstaller the first time it failed, and I - perhaps unwisely? - thought that manually deleting C:\ProgramFiles\PowerToys would do the trick. PowerToys had been failing to update for a few versions, and I attempted to uninstall and reinstall it today.
